Why Class A Matters for Commercial
In Virginia, a Class A contractor license is the only classification with no project size restriction. Class B licenses cap at $120,000 per project — which means a contractor without a Class A license cannot legally take on a significant commercial job, regardless of their experience.
Phipps Construction holds a Class A license for both residential and commercial construction through the Virginia Department of Professional and Occupational Regulation (DPOR).
That means when you hire us for a commercial project, you are hiring a contractor with the credentials, insurance, and legal authority to see it through from permit to certificate of occupancy — no workarounds, no limitations.
The Commercial Process
Commercial projects have more moving parts than residential ones — more stakeholders, more inspections, more coordination between trades, and often more pressure on timeline.
Phipps Construction manages the full scope so you don't have to. We handle permitting and code compliance from day one, coordinate all licensed subcontractors under a single contract, provide milestone-based project updates throughout, and manage inspections through to final certificate of occupancy. You get one number to call and one person accountable for the whole job.
Who We Work With
Our commercial clients include small business owners building out or renovating their first brick-and-mortar location, real estate investors repositioning commercial or mixed-use properties, property managers overseeing renovation scopes across multiple units, and developers building ground-up commercial or mixed-use structures in the Hampton Roads market.
If you have a commercial project in Virginia Beach, Chesapeake, Norfolk, or the surrounding area and you want a contractor who treats your investment with the same care they would their own — let's talk.
